A dog is a man’s best friend. . . and best tax collector:

An amusing ceremony took place in Brussels recently, when the Mayor called on a well-known public-house to bestow a municipal medal on the publican’s dog. The dog has for some time been a most industrious collector on behalf of a municipal social welfare scheme, and in a comparatively short period has collected over 16,00 francs (roughly £160). When the Mayor arrived the dog refused to allow him to pass until he had put something into the collection box.

Having lived in—and been taxed in—Brussels for the better part of a year, I can confirm that just like Belgian dogs, the Belgian government takes obligatory social welfare contributions very seriously.
